The Draft Lottery order is very important and can build champions (look at Pens winning Crosby sweepstakes after the lock-out). The CLH lottery draft is no different. It is crucial for the future of any team involved in the lottery.
The Draft lottery will be based on GAME 1
of the STANLEY CUP FINALS
The following shows the teams who are able to get the first overall pick and how many bingo balls they will have in the lottery.
CGY gets one bingo ball
VAN gets two bingo balls
WAS gets three bingo balls
BOS gets four bingo balls
HERE IS HOW IT WORKS
The draw will take place based on the time of the goals scored in Game 1 of the 2014 NHL STANLEY CUP FINALS and then Game 2 (if need be). It is the time of the goal in that game (not how much time left in the period) that determines the draft order. We are looking at the seconds of the goals only so the minute of the goal is disregarded. Goals in the first minute of each period do not count. The First goal of the game decides the first overall pick, second goal the second overall pick and so on.
If a goal was scored between 1-24 seconds of any minute then the Bruins get the first pick
If a goal was scored between 25-42 seconds of any minute then the Capitals get the first pick
If a goal was scored between 43-54 seconds of any minute then the Canucks get the first pick
If a goal was scored between 55-60 seconds of any minute then the Flames get the first pick

If a goal is scored in the first minute of any period it will be voided because it puts the Bruins into a disadvantage because we know a player can’t possibly score in the first couple of seconds of a period from center ice.
After the first overall pick is decided the procedure continues until the entire draft order is determined. Second round and after will follow the same draft order as the first round.
I'll use Calgary/Vancouver regular season game as an example using our system of how it would have worked:
2:13 Calgary Flames Brian McGrattan 2 (Assists: Tyler Wotherspoon 1, Ben Hanowski 1) the Bruins have the #13 ball THIS MEANS THAT THE BRUINS WOULD GET THE FIRST OVERALL PICK
5:45 Vancouver Canucks Darren Archibald 1 (Assists: Jordan Schroeder 2) the Canucks have the #45 ball and WOULD GET THE SECOND OVERALL PICK
5:00 Vancouver Canucks Yannick Weber 3 (Assist: David Booth 8, Shawn Matthias 8) the Flames have the #60 ball and WOULD GET THETHRD OVERALL PICK
And so on.
